I have just received from the Colonial Office
the enclosed summary of the proposed amendments
to the Factories Act (enclosure 4).
They are of course confidential and are subject
to amendments and additions, but as they differ
only in detail from the anticipations outlined
in my report I am enclosing them without further
comment.
I have applied to H.M.Stationery Office for a
copy of the general prescriptions issued by the
Gas Referees, referred to in para. 2. of my report
so as to complete the record of the existing
regulations imposed on the Gas Industry in this
country.
I must mention how indebted we are to Mr. G. E.J.
Gent, and other officials of the Colonial office
and the Home Office for their co-operation and
the unfailing assistance they have readily given.
I have addressed a letter in these terms to Mr. Gent,
and such an expression from the Hong Kong Government
would be appreciated.
