Cadets during their two years' probation will continue to be given free quarters.
Note 2. The proposed reduction in the emoluments of the Cadet Service is far greater than in the case of other time-scales. It will take time for the public, long accustomed to the Indian con- cept of a definitely senior service, to grow accustomed to its diminished comparative status. The higher rates of Residen- tial Allowance are believed to reflect a higher degree of personal responsibility attaching to administrative posts in a Colony where international and political questions loom so large,
