11. In his despatch No. 255 of the
26th April 1933 Sir William Peel
examined the Colonial Administrative
Service unification scheme in relation
to conditions in Hong Kong. At the time
his despatch was received the question
of the application of the scheme to
East Africa was under discussion with the
Governors of the East African
Dependencies, and it seemed advisable in
the circumstances to defer consideration
of Sir William Peel's views until these

recognise that his observations will be
pertinent to many of the questions
raised in this despatch, but in view of
the changes which have occurred in
Hong Kong since 1933 and the progress
which has been made in East and West
