advisable on grounds of policy as well as

of economy, to make some reduction in

the maximum salary which an officer can

reach subject only to efficiency. The

existence of unduly long scales removes

an incentive to good work and a deterrent

to mere time-serving. It is a serious

obstacle to the interchange of officers

between Colonies at a stage in their

careers at which the widening of their

experience may be of particular advantage

to them and to the Service. I suggest,

therefore, the introduction of a

promotion bar in the region of £1000

(plus quarters) for administrative

officers, and at other suitable points

(as in Tropical Africa) for officers of

other branches, and the provision of a

suitable number of posts above the bar to
