fixing the salaries of officers of
comparable standing employed in Colonies
outside West Africa. The method by which
it is proposed to adapt them to the
requirements of East Africa is shown in
the enclosed memorandum C. It will be seen
that the scales are similar, except that the
East African salaries are generally an
incremental point below the West African. It
should be appreciated that, in all these
African cases, free quarters, the estimated
value of which is a pensionable emolument,
are provided. The value of quarters for this
purpose is 15 per cent. of salary, if fixed,
and 15 per cent. of the initial salary of the
scale, if incremental.
Where an efficiency
bar is included in a scale, the point next
above the efficiency bar is regarded as the
initial salary for this purpose, in the case
of officers who have passed the bar. The
allowance for quarters is subject to a minimum
of £50 and a maximum of £150 a year.
