of the factors which have to be taken

into account are constant, irrespective

of the Colony under consideration.

Other factors are variable, such as

local commodity prices, facilities for

local purchase of goods, suitability

of climate and conditions for the

presence of women and children: but

these variations must not be given more

than their due weight, and it is

evident that there may often be as much

variety in such respects between

different stations in the same Colony

as between one Colony and another.

6. For these reasons, I am of

opinion that the salary scales recently

brought into force for the main branches

of the service in West Africa, as shown

in the enclosed memorandum marked D,

may be taken as a reasonable basis in

fixing
