I agree with the last paragraph of Mr. Jeffries
I do not like the reductions in the scale for
the Cadet Service, especially now that India is
competing in the selection field; but if it is thought
desirable on general grounds to agree with them I don't
want to press my objection, since recruitment for Hong Kong is on a small scale and also because I gather that
the Colony is likely to have to put up with some years
of financial stringency. But if this led to proposals
for cutting down salaries in Malaya and Ceylon it would
be another story and I should oppose them strongly
from the point of view of recruitment, particularly in
respect of Administrative officers.
I differ from Mr.Gent at "A" in his Minute of
24/9. It is a bad thing to continue levies on salary
any longer than is absolutely necessary, and I would
suggest to the Governor that the levy should not apply
to any officer appointed on the new scales.
This
would enable us to remove all reference to it from our
Recruitment Memoranda, which would to some extent
offset the salary reduction.
