I have no observations
to make in regard to the salaries proposed except that,
as regards comparison with other Colonies, the
salary suggested for the Postmaster General and for
the Manager of the Railway appear to me to be on the
high side. But I doubt whether we need object
to eat them.
TIME-SCALE POSTS.
The features of the time-scales
proposed by the Governor are:-
(a)
The incorporation of an
allowance for quarters in the substantive salary,
in preference to the system of free quarters.

(b)
The residential allowance.
Non-pensionable and payable while on duty in

Hong Kong. It will be recalled that the question
of such allowances was discussed in the Colonial
Administrative Service Scheme of unification. (Paragraph
53 - 54). Whether such an allowance would be
Justified by a scientific comparison of the cost of
living in the Tropical African Colonies and Hong Kong
is a question on which I do not think we have the
material to form an opinion.
But I should not be
disposed to question the Governor's proposals on
this point.
