is imposed by over-riding considerations, which

it is not in our power at present to alter.

3. If it is still considered desirable to make

some approach to what we all, I think, regard

as the proper final solution of this difficult

question, then I'd suggest that the approach should

be semi-official, and not by despatch. There is

not perhaps much harm in starting the Govs:

thinking about the problem, and in letting him

know the 5/S's tentative views, provided we make

it clear that it is not proposed that anything

should be done till--as far as we can judge--

the dollar has settied down"?
