It has already been accepted that

Mr.Wilby should be given special seniority and the

complications

present applications have arisen from the formula

adopted for that purpose. It seems to me that the

logical thing to do is to adjust his seniority rather than

to alter the relative seniority of Messrs. Dyer and Walton.

On the basis of service and qualifications he is clearly

superior to both the others, between whom there is nothing

to choose. I should have thought that the fair thing to do would be to make him senior to both, leaving the seniouty Mesars Dyer Walton it's me to be gourmed by the uncial rule.

Under the alternative in Mr.Carstairs'

minute the final order would be:- Walton, Wilby, Dyer

and the possible grievance would rest with Mr. Dyer in being

placed below Mr. Walton.

Under my alternative the

final order would be:- Wilby, Dyer, Walton and the

possible grievance would rest with Mr. Walton in being

placed below Mr.Wilby.

I don't know that it matters very much

which is adopted, but on the whole I think that the

latter is in all the circumstances the more suitable.
