I have laid before the Lords Commissioners of
His Majesty's Treasury Sir Vincent Baddeley's letter of
the 7th November, 1935 (M.03954/35) regarding the equipment
of a new artillery sub-section of the Hong Kong Volunteer

Defence Corps.
In Treasury Letter to the War Office of the
20th June last (S. 38973), a copy of which was sent to the
Admiralty, My Lords approved the general principle that
the provision of the fixed armament of a Colony, whether
manned by the hegular garrison or by local forces should
continue to be the liability of the Imperial Government in
the first instance. They sanction, therefore, the Lords
Commissioners' proposal to meet the request of the General
Officer Commanding, Hong Kong, for training stores without
charge, since in Their view the initial provision of fixed
armament carries with it the necessity for such training
