With reference to War Office letter No.083/5959 (M.0.1) of the 14th January regarding the desire of certain

German residents to enlist in the Hong Kong Volunteer Defence

Corps, I am directed by Mr.Secretary Eden to state that before

expressing an opinion in this matter he would be grateful if

Mr.Secretary MacDonald would cause him to be informed whether

the Hong Kong Volunteer Defence Corps is regarded as a Police

Force or as part of the Armed Forces of the Crown.

Mr.Eden understands that the Officers of the Hong

Kong Volunteer Defence Corps receive their Commissions from the

Governor of Hong Kong and not from His Majesty. I am to

enquire whether it is considered that the Governor of Hong Kong,

in granting Commissions in the Hong Kong Volunteer Defence

Corps, is acting as the personal representative of and on

behalf of the Sovereign.
