Sir,
I have the honour to refer to your
& confidential despatch of 24th January, 1936, and to my (o confidential telegram No.38 of 19th February, 1936, on
the subject of the levy on the salaries of Government
servants.
2.
I enclose a memorandum on the whole subject
which sets out the anticipated financial result of the
scheme, the reasons for the adoption of the scheme in
its present form and its effect on the emoluments of
the Government service generally. It will be observed that the scheme has been drawn up in accordance with the principles set out in Sir Robert Hamilton's circular despatch of 16th June, 1932.
3.
An Ordinance has been drafted and will
shortly be introduced into the Legislative Council to give effect to the scheme and it will be made clear that the value of emoluments for pension purposes will not be affected.
4.
I am satisfied that the finances of the
Colony necessitate a temporary levy on salaries and that
