whereby no rent allowance should be made to junior Civil

Servants until after ten years' service be abolished,

and that a rent allowance throughout the service ignoring

the ten year qualification be introduced. This recom-

mendation, however, the Government of Hong Kong did not

see fit to adopt and in all grades of junior servants

the whole of the rent has to be found out of their salary

until 10 years' service is completed.

26. The accommodation available at rentals varying between $7 to $40 per month in many cases involves living

under conditions which your Petitioners feel would be

condemned on medical grounds if the matter was fully

It is not known, and your Petitioners do not

presume to enquire, on what grounds the Government has

deemed it necessary to make a levy on their income, but

they venture to point out that a fair estimate of the

total saving per annum to Government resulting from the sacrifices asked from your Petitioners cannot exceed $230,000 and that this sum represents only 0.7% of the

assessed value, namely, $34,000,000 of the rateable

properties in the Colony
