I think that you should see, as the

question arises of continuing the Salary Levy

for another year.

Hong Kong escaped a salary levy (to

which so many other Colonies had to submit)

during the period of general economic depression;

but its imposition became necessary in January,

1936 (when most other places were in process

of financial recovery and had restored, or were

restoring, their cuts) owing to special local

conditions arising out of the silver question.

A salary levy is necessarily a hardship,

which no one would wish to impose for a day

longer than is absolutely imperative; but in
