No. 15.

The Governor encloses a memorandum which

sets out not only the nature and incidence of the

salary levy but certain notes on the general financial

situation of the Colony. As regards sterling

were

salaries, it is again emphasized that officers an protected against the effects of an undue rise in the value of the dollar by the limitation of the exchange for salay conversion pumpusco

rate/to 2/-.

The lag which is expected to take

place in the rise of the cost of living consequent on the vite devaluation of the dollar is estimated

at about one year;

consequently the arbitrary and

tapering rates for conversion will end at the end of

1936.

The varying effects of the whole scheme on sterling salaries of £300, £800, £1,200, £1,800 are analysed and tabulated and, I think, confirm our anticipation that the scheme has been carefully and

equitably
