Socially, Hong Kong is

also very closely connected with the

Maritime Provinces of South China

in that the vast bulk of its

population is of Chinese nationality

and retains close connections with,

particularly, the Kwangtung Province.

A large proportion of the population is

constantly on the move; the flow into

and out of Hong Kong from China amounts to

several thousands daily.

As might be expected, several

attempts have been made in the past to

link Hong Kong closely with China for

the purposes of trade and commerce.

However, the existence of foreign

control of the Chinese tariffs and

their administration by the Chinese

Maritime Customs authorities, the

head of which has always been a

foreigner,
