Your telegram No.138 of the 6th October

Commercial treaty. The circular referred to is still in

force but I am informed that it applies only to goods of

certain categories; detaile are not obtainable at short

notice but enquiries are being pursued.

For the same

reason it is difficult to assess effect on Hong Kong

trade but it is believed to be beneficial, since vessels

with such cargo enter this port whereas if transhipment

here entailed loss of national status they might avoid it.
