Dear General,
Je have spoken about the reference by the Governor of Hong Kong in his telegram No.104 of 17th January 1947 (about the proposed Customs Agreement between Hong Kong and China) to the pre-war aystem whereby cargo from one Chinese port was permitted to be taken off at Hong Kong for later re-export to China without losing its "native" status. I enclose a copy of Hong Kong secret despatch dated 21st October, 1936, which throws light on the matter.
2. Copies of this letter and its enclosure are being sent to A.L. Scott (Foreign Office) and Miss ... wack (Board of Trade).
