think that this is precisely the trade which is most

likely to benefit by some arrangement, and the

Customs agreement advocated in the Colonial Office

memorandum is thought to be the most practical

arrangement with that object.

(a) In his comment in paragraph 7 Mr. Young would

have us take a strictly Departmental attitude and

ignore certain quite obvious difficulties.

cannot see that any useful purpose would be served

by pretending that these difficulties would not

arise.

The Secretary of State has suggested that

we should consult Hong Kong by telegraph. I agree

that it would be desirable to get Hong Kong to think

about the subject, but would suggest that there are

too many complications in it to be satisfactorily

dealt with by telegram, and that it would be better

to send an air mail despatch containing a copy of

the Departmental memorandum upon which the Cabinet

memorandum was based and setting out the criticisms

which have been made of it, asking for the views of

the Colonial Government. The matter cannot really

be regarded as pressing, and the Cabinet Committee

might perhaps agree to defer consideration of this

particular part of Sir Frederick Leith-Ross's

report until the views of the Hong Kong Government

have been received.
