still live in the University hostels and be subject to the
especial influence (re character &c.,) which exists (or did
exist) at the University. I would like a British Colony to
show itself capable of turning out the right class of men
it ought to afford a better environment than Shanghai.

For the rest I agree with Strickland as to calling the
apprenticeship an 'advanced course', but the Engineering Firm
will require to have some assurance that the students will com-
plete their term, and some control over them. If scholarships
can be offered, so much the better.
1 have had correspondence on this subject with Mr.Jenkins,
Secretary of the Chinese Apprentices Committee of the F.B.I.,
Dr. Keppel, and others.
