experience of education among native races over one that has none,

and also the desirability of finding a man whom,if it is later

decided to remove the post of Director of Education from the cadre

of the Colonial Administrative Service, it might be possible to

promote to that important position. I am, however, strongly against

giving the person to be selected any reversionary claim to the highe

appointment (wherein I differ from Mr. Burney) because it is never

possible to foretell how an officer will react to the atmosphere, climatic and cultural, of the Far East. He would have to prove his

suitability for the promotion by marked success as Senior Inspector

of English Schools.

A paper of particulars of the post is enclosed in the

usual form, but I presume that if you should decide to fill the

appointment by the transfer of an officer from the Educational

Service of some other Colony the three-year probationary period mentioned under heading 9 would hardly be possible.

I regret the necessity of having had to allude to the current levy on salaries under headings 3 and 4 of the paper of particulars and to the uncertainty which attaches to rent and lodging allowances under heading 5. The present state of Hong Kong's public finances and the call to economy and retrenchment which has been sounded in Legislative Council and the local press render a review of our salary schemes and allowance regulations inevitable, but it is a difficult and complex subject on which I am not yet in a position to put forward any concrete proposals.
