I have the honour to address you in reference to
the Burney Report on Education in this Colony which formed the subject of your predecessor's despatch No.309 of the 9th August, 1935, and to inform you that this Report has been receiving the careful consideration of myself and my Executive Councillors in consultation with the Director of Education and the Vice-
Chancellor of the Hong Kong University. Our deliberations have now reached a point where I am able to ask you to take action on the sixteenth of the summarised recommendations on page 26 of the Report by selecting from outside the Colony the best possible candidate obtainable for the vacant post of Senior Inspector of English Schools.

I have however to report in this connection that I have received an application for the appointment from Mr. F.J. de Rome, Headmaster of Queen's College, which is strongly supported by the Director of Education. While in no way desiring to disparage his qualifications, which are many and pronounced (as a reference to the confidential reports upon him will testify), I nevertheless take the view, expressed in the penultimate paragraph on page 17 of the Burney Report, that "a breath of fresh air from outside" will be salubrious for the Department.
