I can see no reason to consult Mr. Burney

regarding Mr. de Rome.

The Governor's endorse-

ment of Mr. Burney's explicit recommendation should,

I think, be regarded as final.

But it is essential if Mr. de Rome is to

be passed over that an absolutely first class

man should be got for the post. Without wishing

to forestall enquiries by Promotions I think it

should be understood from the start that anyone

brought in from another dependency would have a

very difficult time and would have to be an

exceptionally able man to weather the storm.

There will not be the same feeling against a man

recruited from home with up to date experience

of school inspection and administration work in

this country.

I doubt whether a competent man with such

qualifications can be got unless the "prospects

of further employment" in section 9 of the form

of particulars are substantially improved. I

disagree in this matter with the Governor's

views in paragraph 3 of his despatch. The main

reason for the step that is now being taken is
