With reference to Your Excellency's telegram
No. 90 of 20th December 1935, I have the honour to
inform you that I have now removed the seals from
the premises of the National Commercial and Savings
Bank at Hankow.
2. On the 12th January I was informed by the
officials of the local branch of the bank that Mr.
Kwok Kit Man, the former manager of the bank had
arrived in Hankow to effect the reorganisation and
reopening of the bank in accordance with the
instructions of the Head Office. I sent for him
and informed him that as soon as I knew the local
Chinese officials and the creditors had no objection
to his appointment I would cause my seals to be
removed concurrently with those of the Chinese court
and of the Special Administrative District No. 3.
3. Delay ensued owing to the failure of the Nanking
Ministry to reply to the local authorities, and it
was not until February 8th that the Director of
