Mr. Howe's despatch to the Foreign Office

No. 711 of the 3rd July, copied to you as No. 81 of

the same fate, recommended that British protection

should be withdrawn from the Hongkong and Swatow

Commercial Bank.

This recommendation hes now received the

approval of His Majesty's Principel Secretary of State

for Foreign Affairs, and I shell be gla^ if you will

endorse the registration certificate issue to the

company on the 13th January last to the effect that

British protection will not be accor^e^ to the

company in China.
