With reference to your letter No. 53669/36 of the
19th ultimo, regarding the desire of Mr. W.L. Handyside, of the
Hong Kong Department of Education, to consult the Foreign
Office records with a view to assisting him in the preparation
of an authentic history of Hong Fong, I am directed by Mr.
Secretary Eden to state that, as the Secretary of State for the
Colonies is doubtless aware, the records of this department are
open for public inspection at the Public Record Office down to
the end of the year 1885.
2. With regard to the Foreign Office records within the
closed period, i.e. down to the end of the year 1910, which are
also preserved at the Public Record Office, Mr. Eden is
prepared to permit Mr. Handyside to have access to these records,
having regard to the fact that similar facilities are being
afforded him in respect of the Colonial Office records within
the closed period. Such permission, however, is accorded
subject to the observance by Mr. Handyside of the following
conditions:-
(a) The Secretary of State cannot consent to the
publication of any minutes or interdepartmental letters.
(b) Any extracts from the correspondence must be submitted
to the Foreign Office through the Public Record Office.
(c) Mr. Handyside must agree to submit direct to the
Foreign Office the typescript proof of such part of his book
