With reference to your despatch secret (2) of
the 22nd of June, I have the honour to inforu you that the
Annual Inspection Reports, for the year 1975-86 on the Hong
Kong Volunteer Corps and the Naval Volunteer Force have
been considered by the Oversea Defence Committee.
2. The Committee noted, with much satisfaction, that
the recruiting position, so far as the Naval Volunteer Forc
is concerned, appears to leave nothing to be desired.
They were disappointed, however, that, in spite of the
great efforts which have been made to stimulate the
recruitment of European British subjects in the Volunteer
Defence Corps, the results which have been achieved in this
respect are still unsatisfactory. They expressed the hope
that efforts to improve this situation will in no way be
relaxed during the coming year.
3. The Committec were informed of the retirement,
after thirty years' service in the Volunteer Defence Corps,
of Lieutenant Colonel H.B... Dowbiggin, 0.3.E., and they
desire to place on record their appreciation of the valuabl
services performed by that officer.

They received with gratification the satisfactory
report of the training of the Defence Corps and the Naval
GOVERNOR
SIR ANDRAW CALD CUTT, C.M.G., C.B.V.,
etc.,
etc., etc.
