decision to pay sterling salaries at not more than sixteen
dollars to the pound, and unless I am instructed by you telegraphically to the contrary I will ask him to do so. I can anticipate a number of criticisms which the budget will evoke, e.g. that public works are being unnecessarily restricted and that public salaries are being cut too little
or too much; nevertheless I am satisfied after my personal
association with the red or blue pencilling of every item
in Estimates Committee that the resultant Schedule to the
Bill will stand in a right and reasonable relation to the Colony's resources and be one to which I can confidently
request your assent.
