form of procedure which I consider should be adopted in future in connection with the introduction of the annual Estimates. procedure hitherto followed is in my opinion open to objection inasmuch as Unofficial Members are in practice deprived of opportunity for effective criticism, while the Government is equally unable to secure the benefit of their advice with regard to individual items in the Estimates. The new procedure which I have described will, I hope, remove these objections, and my suggestions have I understand been welcomed by the Unofficial
Members of the Council.
