8. The budget was on the whole well received by the Unofficial Members, who were appreciative of the Government's difficulties, though rather critical
of details.
The increase in the motor licence fees
was somewhat unpopular, and there was a general plea for increased provision for social services, especially
on education and also for the improvement and extension of roads. The Widows and Orphans Pensions
scheme was strongly criticised and the Colonial
Secretary stated that the Governor was not in a position to make a statement until the Secretary of State's comments on the report of the Committee appointed to enquire into the scheme had been received
The military contribution was objected to by the Hon. Mr. Lo Man-Kary. The excess water charges were
also strongly criticised by several Members.
