3. My Lords do not consider that the powers for the

enforcement of discipline conferred by the existing

ordinance would be adequate in the event of the force being

called up for service and they regard (ii) as essential.

As regards (iii), the exigencies of training may at any

time make it desirable or necessary for parties to proceed

beyond the limits of the colony, and My Lords anticipate

that there can be little objection locally to this

provision.

4. My Lords observe that provision (iv) refers only

to volunteers and that members of the force who for one

reason or another are unable to accept an obligation to

serve in the Royal Navy, are not concerned. The second

part of provision (1) is similarly optional and would not,

My Lords assume, be exercised by the Governor in Council

unless the vessels in question could be spared in the

circumstances obtaining at the time.

5. As regards the liability to service outside the

Colony (as distinct from the liability to training referred

to above), the objections to which are stressed by Sir T.Southorn, My Lords think that the object of including
