I am commanded by My Lords Commissioners of the

Admiralty to refer to your letter, No.53685/35, of 6th

November, transmitting a copy of a despatch from the

Officer Administering the Government of Hong Kong concern-

ing the local Naval Volunteer Defence Force.

2. Sir T.Southorn's proposal not to proceed with

the ordinance based on the second model derives mainly

from the liability that would be imposed on members of

the force to serve outside the limits of the colony.

The imposition of this obligation is not, however, the only

purpose of the second ordinance, the additional objects of

which may be summarised as providing for:

(i) The regularisation of the maintenance of men of

war by the Colony and the placing of any such vessels at the disposal of His Majesty for general service in the Royal Navy.

(ii) The enforcement of naval discipline within the

force when members are undergoing training or on actual service.

(iii)

The training of members of the force outside the limits of the Colony.
