I have the honour to report that I find

myself faced with the fact that within the next five

months all three Unofficial Members of my Executive

Council will have fulfilled their term of membership

or have resigned, viz:-

term expires on 8th March;

term expires on 8th July;

Sir Henry Pollock,

Sir Shouson Chow,

Sir William Shenton, leaves the Colony for good

in April.

Sir Henry Pollock was originally appointed

to the Council on the 9th March, 1921, and Sir Shouson

Chow on the 9th July, 1926, so that neither of them is

ordinarily eligible for re-appointment. If, however,

neither is re-appointed the unofficial personnel will

suffer a breach of continuity unparalleled in the history

of the Council and particularly unadvisable, so it seems

to me, in the early days of a new Governor.

(i)

I have therefore reviewed the position very

carefully and have arrived at the following conclusions :-

To Sir Shouson Chow the obvious successor

will be Dr. R.H. Kotewall, C.M.G., who was a member

of Legislative Council from 1923 to 1935 and has
