have the honour to report that I have appointed
Mr. A. F. B. Silva-Netto provisionally, and subject to His Majesty's pleasure, to be temporarily an unofficial member of
the Legislative Council in the place of the Honourable Mr.
J. P. Braga, O.B.E., who is temporarily absent from the Colony.

Mr. Silva-Netto has previously been appointed to
be temporarily an unofficial member of the Council and in this
connection I would invite your attention to Sir William Peel's
despatch No.310 of the 10th June, 1930, and to Lord Passfield's
despatch No.219 of the 9th August, 1930.
