In accordance with the instructiona contained

in Your Excellency's despatch No.394 of the 10th

October last I duly communicated to Messrs. Jardine,

Matheson and Company Limited and Butterfield and Swire

the views of His Excellency the Commander-in-Chief

regarding the desirability of improving the wireless

arrangements for their ships on the northern route,

and I now enclose a joint reply from the two companies.

It will be seen that for various reasons but

chiefly on account of expense the shipping companies

regret that they are unable to adopt the Admiral's

proposal that the anti-piracy wireless system should

include communication with the head offices in

3hanghai. The companies hope that the Commander-in-

Chief will give further consideration to their request

that one of His Majesty's ships should be allocated

to superintend the wireless communication scheme for

British tonnage in northern waters.

3. I 1ll also take this opportunity of comment-

ing on the other anti-piracy proposal dealt with in

the Foreign Office communication forwarded to me in

your despatch No.444 of the 21st November laat. The

proposal was for the frant of certificates to vessels

which
