Sir,
With reference to the telegram from His Majesty's
Embassy at Peking No.821 of the 10th November copy of which
was communicated to the Colonial Office in Foreign Office letter
2.
F 6870/4434/10 of the 13th November, I am directed by Mr.
Secretary Eden to transmit to be laid before the Secretary of
State, copies of four further telegrams on the subject of the
removal of inhabitants of Kowloon City to a different site.
As it would seem to be preferable at the present
stage to avoid any reference to the question of jurisdiction
or to the note to the Chinese Minister of 30th May, 1899,
Mr. Eden proposes, subject to the concurrence of the Secretary
of State for the Colonies, to approve the reply to the
Chinese Government proposed by Sir H. Knatchbull Hugessen in
paragraphs 2 to 5 of his telegram No.206 Tour of the 27th
November.
