I agree that it would be of great
advantage if the Secretary of State could
find time to see Mr. Smith.
The circumstances that led to the
exclusion of the Seamen's Union from Hong
Kong are set out in detail in Sir C. Clementi's
despatch of the 1st June, 1927: see No.16

in 30001/c below. In the Governor's view
it had "become impossible to tolerate in
Hong Kong an anti-British political organisation,
the tool of an alien Bolshevik Government,
masquerading under the false colours of a
Trade Union". That kind of language sounded
better perhaps in 1927 than in 1936; but it
is clear that there was a strong case against
the Union and that permission for its
reintroduction into the Colony ought not to be
given without the fullest consideration.
Clearly the present Governor would have to
be consulted.
