opinion that the general policy in this matter should
again be considered.

À mandate of the Chinese Central Government issued in
1930 provided that arms should not be imported into China
except under a permit issued by the Chinese Jentral
Government, and subject to the approval of the
representative of the Chinese Gorerment in the country of
export having boen given before export from that country.
His Majesty's Government, at the request of the Chinese
Government, agreed that liemaes to export area to Chine
would not be given unless the Chinese Minister in London
had signified his approval to the import into China, and
that approval could, of course, be given only if a permit
by the Chinese Central Government had been issued Stope
were taken to secure the adhesion of other comtries to this
procedure, but as it appeared that there was little
likelihood that the other countries would accept with the
unanimity necessary to the success of the procedure, the
Boɑrd suggested in their letter of the 18th June, 1934,
that the Chinese Central Government should be informed that
