Lindsay to inform the United States Government in

reply that His Majesty's Government's views in this

matter remain unchanged. He feels, however, that

it would be advisable, in view of the reference to

the action taken as a result of the Italo-Abyssinian

dispute to point out that, in the case of exports to

Italy, all principal manufacturing countries are, in

fact, taking similar action; and then to indicate

that if the United States Government can persuade the

other manufacturing States to take action in the sense

which they desire, His Majesty's Government will be

prepared to accede to their request. Mr. Eden further

considers that it would be desirable to add that, if

the United States Government should see fit to make an

approach to the principal manufacturing countries with

a view to inducing them to come into line, His Majesty's

Government would be prepared to support any representations

which the United States representatives in the countries

concerned might be instructed to make. It will be

remembered that the United States Government supported

His Majesty's Government when urging the Belgian and

Swiss Governments to conform to the Chinese Arms Import

Regulations.

Mr. Eden would be glad to learn whether the

Board agree that Sir Ronald Lindsay should be instructed

to return a reply on the lines indicated in the preceding

paragraph.
