With reference to Foreign Office letter
No. F 7947/60/10 of the 20th January last, regarding
the export of aircraft to China, I am directed by
Mr. Secretary Eden to transmit to you herewith, to be
laid before the Board of Trade, a copy of a despatch
which he has received from His Majesty's Ambassador at
Washington. It will be observed that the United States
Government give renewed expression to their hope that
His Majesty's Government in the United Kingdom may find
it possible to adopt, in respect of exports to China,
a list of arms, ammunition and implements of war similar
to that which they themselves have proclaimed: and in
this connexion they point to the adoption of such a
list in respect of exports to Italy.

The Board will recall that the United States
Government have already been informed that His Majesty's
Government in the United Kingdom do not consider that
action in this sense by these two Governments alone would
be satisfactory. Mr. Eden would therefore propose,
subject to the Board's views, to instruct Sir Ronald
