3. It would thus appear that to confine the export of war

material to the Government of Macao or their accredited agents

would not constitute any appreciable check on the total of

arms and ammunition exported to Macao. Mr. Eden would

therefore suggest that the Governor be asked whether, in

addition to regulating the export of war material as

contemplated, it would be possible to scrutinize with greater

care applications to export arms and ammunition not falling

within that category.
