to limit future exports of war material to the Government
of Macao or their accredited agents, although we
recognise that such limitation would be unlikely to
effect very much.
As regards arms and ammunition other than war
material we would propose now to reply to the United
States Government, if you agree, that nothing is exported
without production of a licence from the Macao authorities (see paragraph 3 of Sir Andrew Caldecott's despatch of
which you sent us a copy in your letter No.53548/36 of
the 11th May last): and that it is thus impossible
for Hong Kong to see that arms so exported do not enter
the illicit trade in China. I accordingly enclose for
your concurrence a draft despatch to Sir Ronald Lindsay.
