7. I have referred this question to the War Office and
I have received approval for the opening of negotiations on the
understanding that the War Department cannot incur expenditure on
the diversion of the ropeway nor on the construction of the road.
If Your Excellency's Government is unable to agree to bear the
cost of the road there is no alternative to the retention of the
ropeway in its present position until the Kennedy Road Magazines
have been reprovided elsewhere, and the transfer of all ammunition
has been completed.
8. I request that this matter may receive early considera-
tion and that I may be informed as to the action Your Excellency's Government is prepared to take in regard to the provision of access to the Kennedy Road Magazines when taken over by the War Department
for the storage of ammunition in June, 1937.
