I have the honour to refer to your secret despatch of

30th July, 1936, transmitting a copy of a letter from the War

Office in regard to the surrender of the Naval Arsenal Yard at

Hong Kong to the Colonial Government.

2. On taking up with the General Officer Commanding the

British Troops in China the proposal contained in the War Office

letter enclosed with your despatch under reference, I learned

that His Excellency had, on 3rd September last, informed the War Office by cable that it was neither contemplated nor necessary for a road to be constructed from Garden Road to Queen's Road;

that even if such a road were constructed the Military Authorities could in no circumstances agree to it becoming a

public thoroughfare; and that it is most doubtful whether the

Military Authorities could ever hand over the magazine premises to the Colonial Government owing to possible future military requirements and the desirability of non-penetration of the War

Department area.

3. I regret therefore that a remedy to the present impasse would seem to be no nearer.
