3. We held our first meeting on the 15th November
1933, and it was at once apparent that the data available
in Palestine was so inadequate that the Committee would have
to depend to a large extent on the advice of experts.
We,
therefore, decided to appoint a Sub-Committee under the
Chairmanship of the Treasurer, Government of Palestine,
with Mr. A.P.S. Clark of Barclays Bank and Mr. S. Hoofien
of the Anglo-Palestine Bank, Dr. Smoira and Haj Taher
Karaman as members.
The Sub-Committee was to consider and
report on Part I of the terms of reference.
4. During the month of February 1934, at the request
of the Sub-Committee, the Chairman interviewed representa-
tives of the under-mentioned Banks with a view to obtaining
independent evidence on the opinions formulated by the
Sub-Committee:-
