Sir,
With reference to Sir P. Cunliffe-Lister's
despatch No.413 of 31st October, 1933, on the subject of
permanent accommodation for British troops in Hong Kong, I
have the honour to inform you that negotiations were
instituted by this Government with the Military Authorities
in 1931 with a view to transferring to them an area of land
at Po Kong, which is situated north of Kai Tak aerodrome, in
exchange for the area at Sham Shui Po. These negotiations
continued until 1934 when this Government on learning the
revised requirements of the War Department in the matter of
area came to the conclusion that the scheme was impracticable
of execution, mainly on account of the large expropriation of
private owners involved. As an alternative to the Po Kong
scheme a site above Kowloon Tsai, as shown edged red, with
the addition of the area E.M.N. G. on the attached plan, was
suggested, and I now have the honour to request your approval
for the transfer of these areas to the War Department on the
following terms, which have been provisionally agreed to by
the General Officer Commanding.
