I have the honour to submit for the signification
of His Majesty's pleasure Ordinance No.40 of 1935, intituled
million eight hundred and forty thousand four hundred and
sixteen Dollars to the Public Service of the year 1936",
Enclosure No.1. an Ordinance to apply a sum not exceeding Twenty-three Enclosure No.2. Cogether with the Attorney General's report thereon.

Copies of the draft Estimates of Revenue and
Expenditure for 1936, of my introductory address as Colonial
Secretary and of other papers in connection with the draft
5 Enclosure No. September last. Copies of the report (uncorrected) in the
Estimates were forwarded with my despatch No.520 of 13th
Inessé
South China Morning Post of the proceedings at the subsequent
meeting on 3rd October, at which the Bill was passed, are
enclosed with this despatch.
3. Since the original estimate of revenue of $30,585,650 for 1935 was made twelve months ago the trade
depression has not only continued unabated but has actually
become more intense, as a result of which the revised estimate
of revenue for 1935 is more than $2 million less than the
original estimate. Nor is there any present sign of improve- ment in trade, the pre-requisite to which is confidence as
to the future, and particularly some certainty as to the future of the dollar exchange. With the probability of a continuance in 1936 of the depression, a further falling off
