I agree. To contract for the whole year
seems definitely undesirable; nor would a refusal
or failure to do so, on probabilities, be likely to
affect seriously the budgetary position.
The probability seems to be that the sterling
value of the dollar will rise; but there are so
many most doubtful elements in the situation that
no one ought to take a risk on that. It all depends
on what America will do:--and no one knows what
will happen there.
k. I'd be inclined to cable on the lines suggested
in kr: Gent's note. It gives the Govr: a very
wide discretion--and it ought to be enough to
placate opposition.
