Sir J. Campbell.

The Government of Hong Kong is, as

you know, facing budgetary difficulties as a

result of the severe economic depression

through which the Colony is passing. The

Colonial Government has just introduced into

the Legislative Council its Budget for 1936,

for which they have taken the exchange basis

of $11s. 8d. With the use of surplus

balances to an amount rather more than

$2,000,000* to meet the cost of Public Works

Extraordinary they have to face a deficit of

about $831,000.
